2 JeM terrorists arrested in Jammu and Kashmir


Jammu Kashmir Police has arrested two terrorist associates linked to banned terror outfit Jaish-e-Mohammad at Awantipora.

They have been identified as Bilal Ahmad Chopan resident of Wagad Tral and Mursaleen Bashir Sheikh resident of Chatlam Pampore.

As per the investigations, they were providing logistic support, shelter besides transporting of arms/ ammunition of the terrorists in Pampore & Tral area.

They were also found involved in passing sensitive information to the terrorists of proscribed outfit JeM. Incriminating material has been recovered from their possession.

Cases vide FIR numbers 96/2020 and 90/2020 under relevant sections of the law have been registered at PS Tral and PS Pampore respectively. Further investigation into the cases is in progress.

Our security forces have defeated nefarious plot of terrorists, says PM Modi

Four terrorists belonging to Pakistan-based terrorist organisation Jaish-e-Mohammed were neutralised by Indian forces and a large cache of weapons and explosives were recovered yesterday.

Prime Minister Narendra Modi in a tweet said the huge cache of arms indicated that the efforts to wreak major havoc and destruction have once again been thwarted
He said, "Our security forces have once again displayed utmost bravery and professionalism."

Thanks to their alertness, they have defeated a nefarious plot to target grassroots level democratic exercises in Jammu and Kashmir, the PM stated.

1 terrorist eliminated, another surrenders in J&K

One terrorist was killed and another surrendered today during a joint operation launched by the Indian Army and Jammu and Kashmir Police in Chhatlam area of Pulwama. 

The operation was launched last evening based on the inputs by Jammu and Kashmir Police and cordon was laid. While the cordon was being laid, heavy fire was drawn from terrorists in which two civilians were injured. The cordon was beefed up and injured persons were evacuated.  

The Indian Army informed about the elimination of one terrorist and surrender of the second terrorist to the Security Forces today and stated that the joint operation is still in progress.

Terrorist attacks continue on BJP leaders in J&K, PM condemns

Terrorists opened firing upon three BJP leaders in YK Pora, Kulgam, Jammu and Kashmir on 29th of October 2020. 

They were shifted to a nearby hospital for treatment where they were declared as brought dead, Jammu and Kashmir Police informed.

Condemning the attacks, Jammu and Kashmir unit of BJP tweeted, "J&K BJP strongly condemned this barbaric terror attack on BJP Leaders Fida Hussain Itoo (BJYM District Gen Secy Kulgam),  Umer Rashid Beigh (BJYM District Executive Member Kulgam), Umer Hanan (BJYM District Gen Secy Kulgam), those who are responsible for this will not be spared."

Prime Minister Narendra Modi also condemned the attacks and stated in a tweet, "I condemn the killing of 3 of our young Karyakartas. They were bright youngsters doing excellent work in J&K. My thoughts are with their families in this time of grief. May their souls rest in peace."

NIA probes further into NGOs terror-funding case

In continuation of yesterday's search operations in NGOs terror-funding case, NIA today conducted searches at 7 locations in Srinagar, Baramulla, Anantnag & Kulgam (Jammu and Kashmir) and 2 locations in Delhi. The case pertains to certain NGOs and Trusts raising funds in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in J&K.

This case was registered by NIA on 8/10/2020 u/s 120B, 124 A IPC and sections 17, 18, 22A, 22C, 38, 39 and 40 UA(P)A, 1967 as per the directions of MHA on receipt of credible information that certain NGOs and Trusts are collecting funds domestically and abroad through donations and business contributions etc. in the name of various welfare activities such as public health, education etc. Further, these funds are sent to J&K through various channels such as hawala and cash couriers and are used to carry out and sustain secessionist and terrorist activities in J&K, a release issued by NIA informed.

The premises of the following NGOs/Trusts/Foundation were searched today:

i. JK Yateem Foundation at Srinagar and Kulgam.
ii. The Salvation Movement at Srinagar, run by Zafar Akbar Bhat.
iii. Human Welfare Foundation at Delhi and Anantnag.
iv. Jammu and Kashmir Voice of Victims at Baramulla, run by Abdul Qadeer.
v. Falah-e- Aam Trust at Budgam, run by GM Bhat.
vi. Charity Alliance, at Delhi, run by Zafar ul Islam.

Several incriminating documents and electronic devices have been seized during searches.

Further investigation in the case is continued.

NIA conducts searches in J&K, Bengaluru

Sleuths and officers of the National Investigation Agency (NIA) today conducted searches at 10 locations in Srinagar and Bandipora (Jammu and Kashmir) and one location in Bengaluru in connection with a case pertaining to certain so-called NGOs and Trusts raising funds in India and abroad in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in Jammu and Kashmir. 

This case was registered by NIA on 8/10/2020 u/s 120B, 124 A IPC and sections 17, 18, 22A, 22C, 38, 39 and 40 UA(P)A, 1967 on receipt of credible information that certain NGOs and Trusts are collecting funds domestically and abroad through so-called donations and business contributions etc. and are then utilizing these funds for secessionist and terrorist activities in Jammu and Kashmir. 

Those whose premises have been searched include residence and office of Khurram Parvez (co-ordinator of J&K Coalition of Civil Society), his associates viz. Parvez Ahmad Bukhari, Parvez Ahmad Matta and Bengaluru-based associate namely Swati Sheshadri; Ms. Parveena Ahanger, Chairperson of Association of Parents of Disappeared Persons ( APDPK) and offices of NGO Athrout and GK Trust. 

Several incriminating documents and electronic devices have been seized. 

Further investigation in the case is continued.

J&K grievance system integrated with Central Grievance Portal

Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh informed in New Delhi today that the Jammu & Kashmir grievance system has been integrated with the Central Grievance Portal, thus making it the first Union Territory of India to have its district level grievance offices integrated with Central Government Portal of CPGRAMS (Centralised Public Grievance Redress and Monitoring System).

In a significant effort to strengthen the governance mechanisms in Jammu & Kashmir, the Department of Administrative Reforms and Public Grievances (DARPG) in the Union Ministry of Personnel collaborated with the Union Territory Government of J&K to extend and establish Grievance Portal for online grievance redressal. 

Following a series of discussions, over three months, the Jammu & Kashmir- Integrated Grievance Redress and Monitoring System (JK-IGRAMS) has been integrated with the offices of District level in Union Territory of Jammu & Kashmir and also with the Central Portal.

Dr Jitendra Singh informed that the Department of Public Grievances in Government of India had collaborated with the Union Territory government of Jammu & Kashmir to implement the pilot phase in the districts and integrate them with the Central Government Portal of CPGRAMS.

Describing it as a successful story of the first-ever experiment to integrate District Portal with State and thereof with the National Portal, Dr Jitendra Singh hoped that this mechanism will also be emulated in other States and Union Territories of India.

Good News for J&K Apple farmers

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the extension of Market Intervention Scheme (MIS) for apple procurement in Jammu and Kashmir (J&K) for the current season also i.e. 2020-21 on the same terms and condition as was done in J&K during last season i.e. 2019-20. 

The procurement of apple will be done by Central Procuring Agency i.e. National Agricultural Cooperative Marketing Federation Ltd. (NAFED) through State Designated Agency i.e. Directorate of Planning and Marketing, Department of Horticulture & Jammu & Kashmir Horticulture Processing and Marketing Corporation (JKHPMC), directly from apple farmers of J&K and the payment will be made through Direct Benefit Transfer (DBT) into Bank account of apple farmers.  

As many as 12 LMT of apples can be procured under this scheme, a government release issued today stated. 

Government has also allowed NAFED to utilize Government Guarantee of Rs 2,500 Crore for this operation. The losses, if any, to be incurred in this operation will be shared between the Union Government and UT administration of J&K on 50:50 basis.          

The constituted Designated Price Committee of last Season will be continued for the fixation of price of various variety and grades of apples for this Season also. The UT administration of J&K shall ensure the provision of basic amenities in the designated mandis, the release said. 

Smooth and continuous implementation of the procurement process will be monitored by constituted Monitoring Committee under the Chairmanship of Cabinet Secretary at the central level and constituted implementation and Coordination Committee under the Chairmanship of Chief Secretary at the UT Level. 

This announcement of the Government of India will provide an effective marketing platform to apple growers and will facilitate employment generation for the local people. It will ensure remunerative prices for apples resulting in overall income enhancement of farmers in J&K, the release informed.

Union Cabinet approves Jammu & Kashmir Panchayati Raj Act, 1989

Union Cabinet has approved the adaptation of the Jammu & Kashmir Panchayati Raj Act, 1989.  

This move will help establish all the three tiers of grass-root level democracy like in other parts of the country, Union Minister for Information and Broadcasting Prakash Javadekar stated today. 

He said that this will help the people of Jammu and Kashmir elect their representatives at the village, block and district levels. 

The minister stated that the process for local body elections would start soon.

J&K Police Inspector martyred in terrorist attack

A police inspector was shot dead by terrorists in Chandpora Bijbehara area of South Kashmir's Anantnag district, Jammu and Kashmir today. 

Senior police officers reached at the terror crime spot, Kashmiri Zone Police informed.

"Today at about 1830 hours terrorists fired upon a police inspector identified as Inspector Mohammad Ashraf Bhat son of Mohammad Ramzan Bhat resident of Chandpora Kanelwan near his residence. The officer received gunshot injuries and was evacuated to nearby hospital, however, he succumbed to his injuries and attained martyrdom," police stated. 

Police has registered a case in this regard under relevant sections of law. Investigation is in progress and officers continue to work to establish the full circumstances of this terror crime.

To pay honour and respect to the martyr, a wreath laying ceremony led by IGP Kashmir Vijay Kumar IPS was held at DPL Anantnag, where floral tributes were paid to the martyr. DIG SKR, SSPs of Anantnag, Pulwama and Awantipora besides, other officers and colleagues of the martyr also laid floral wreaths on the mortal remains of the martyr and paid rich tributes to the martyr.   

Jammu and Kashmir Police stated that they stand by the family of Martyr at this critical juncture and pay their rich tributes to the martyr.
