STARS to strengthen education in India

The Union Cabinet chaired by Prime Minister Narendra Modi today approved the following:                                   

  1. Implementation of the Strengthening Teaching-Learning and Results for States (STARS) project with a total project cost of Rs 5,718 crore with the financial support of World Bank amounting to USD 500 million (approximately Rs 3,700 crore). 
  2. STARS project would be implemented as a new Centrally Sponsored Scheme under the Department of School Education and Literacy, Ministry of Education. (MOE) 
  3. Setting up and support to the National Assessment Centre, PARAKH as an independent and autonomous institution under the Department of School Education and Literacy, MOE. 

The project covers six States namely Himachal Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Kerala and Odisha. The identified States will be supported by various interventions for improving the quality of education. Besides this project, it is also envisaged to implement a similar ADB funded project in 5 states namely Gujarat, Tamil Nadu, Uttarakhand, Jharkhand and Assam. All states will partner with one other state for sharing their experiences and best practices, a government release issued today stated.

The STARS project seeks to support the states in developing, implementing, evaluating and improving interventions with direct linkages to improved education outcomes and school to work transition strategies for improved labour market outcomes. The overall focus and components of the STARS project are aligned with the objectives of the National Education Policy (NEP) 2020. 

The Project envisions improving the overall monitoring and measurement activities in the Indian School Education System through interventions in selected states. The project shifts focus from the provision of inputs and maintaining outputs to actual outcomes by linking the receipt and disbursement of funds to these outcomes, the release added.

National Education Policy focuses on fundamental learning, says PM Modi

Engage, Explore, Experience, Express and Excel should be the core of new-age learning, Prime Minister Narendra Modi said today. 

Addressing the Conclave on  "School Education in 21st Century" under the NEP 2020 today through video conference, the Prime Minister said that children should be taken on study tours to historical places, places of interests, to farms, industries etc, as it would give them practical knowledge. 

Mr Modi said that presently this approach of practical approach is not being followed and the National Education Policy is going to change this. He said that NEP will give a new direction to 21st century India and we are becoming part of a moment that is laying the foundation for building the future of our country. 

In the National Education Policy, The Prime Minister stressed the importance of replacing the old 10 Plus 2 with the system of 5 Plus 3 Plus 3 Plus 4. He said now playful education of the pre-school which is limited to private schools in cities will also reach villages once this policy is implemented.

He emphasized that focus on basic education is the most important aspect of this policy. Under the National Education Policy, the development of foundational literacy and numeracy will be taken as a national mission. The child should go ahead and read to learn, for that it is necessary that in the beginning, he should learn to read. This development journey from learn to read to read to learn will be completed through foundational literacy and numeracy.

The Prime Minister said that the National Education Policy has been formulated in such a way that syllabus can be reduced and focused on fundamental things.

President, PM to address Governors Conference on NEP-2020

President Ram Nath Kovind and Prime Minister Narendra Modi shall address the inaugural session of the Governors Conference on National Education Policy at 10.30 am on 7th September 2020, through video conference. 

The Conference titled "Role of NEP-2020 in Transforming Higher Education" is being organized by the Ministry of Education, Government of India, a government release issued today said. 

NEP-2020 is the first education policy of the twenty-first century which was announced after 34 years of the previous National Policy on Education 1986. NEP-2020 is directed towards major reforms in both school and higher education level.

Sonia Gandhi holds virtual meet with CMs of 7 states

Congress interim president Sonia Gandhi today convened a virtual meeting with the chief ministers of seven states to discuss various issues of national importance in the wake of the upcoming parliamentary session.  

Punjab Chief Minister Captain Amarinder Singh, Rajasthan Chief Minister Ashok Gehlot, Chhattisgarh Chief Minister Bhupesh Baghel, Puducherry Chief Minister V Narayanasamy, West Bengal Chief Minister Mamata Banerjee, Maharashtra Chief Minister Uddhav Thackeray and Jharkhand Chief Minister Hemant Soren participated in the meeting.

The topics which were discussed included Goods and Services Tax collection, National Education Policy 2020 and JEE and NEET exams, which are scheduled to be held in September.

Concerns were raised over the approach of Centre towards these issues and the participants suggested ways to counter it.
