Mera Ration mobile app launched


Mr Sudhanshu Pandey, Secretary, Department of Food and Public Distribution under Ministry of Consumer Affairs, Food and Public Distribution today launched Mera Ration mobile app, which will benefit especially those ration card holders who move to new areas for livelihoods.

He also addressed a Press Conference on the "One Nation One Ration Card" (ONORC) plan. While briefing the media, Mr Pandey said that the system which was started initially in 4 States in August 2019 has been swiftly rolled out in a very short span of time in 32 States/UTs by December 2020 and the integration of the remaining 4 States/UT (Assam, Chhattisgarh, Delhi and West Bengal) is expected to be completed in next few months. Mr Pandey informed that at present, the system covers nearly 69 Crore NFSA beneficiaries (about 86% NFSA population) in the country and a monthly average of about 1.5~1.6 Crore portability transactions are being recorded under ONORC.

Further in his briefing, Mr Pandey informed that the ONORC has proved to be a tremendous value-added service to each NFSA beneficiary during the COVID-19 pandemic, particularly migrants, which allowed them to avail the benefit of subsidised foodgrains with flexibility from any location wherever they were during the lockdown/crisis period. The freedom of choosing any FPS was not available earlier. During the period April 2020 to Feb 2021, a total of about 15.4 Crore portability transactions have been recorded under ONORC.

With regards to reaching out to migrant NFSA beneficiaries, he said that the Department is continuously collaborating with other Ministries/Departments too. He said that the integration of the Migrants' Portal with the ONROC system is being undertaken with the support of M/o Labour & Employment. ONORC has been made a part of PM SVANidhi program of M/o Housing & Urban Affairs, Awareness campaigning (announcements and display of A/Vs at railway stations) for migrants travelling through trains, including Shramik Specials with Indian Railways and Development of IEC/Creatives and media publicity through M/o Information & Broadcasting, Press Information Bureau, MyGov, Bureau of Outreach & Communication.

The ONORC scheme is being implemented by the Department for the nation-wide portability of ration cards under the National Food Security Act (NFSA). This system allows all NFSA beneficiaries, particularly migrant beneficiaries, to claim either full or part foodgrains from any Fair Price Shop (FPS) in the country through existing ration card with biometric/Aadhaar authentication in a seamless manner. The system also allows their family members back home, if any, to claim the balance foodgrains on same the ration card.


TN becomes 11th State to complete One Nation One Ration Card system


Tamil Nadu has become the 11th State in the country to successfully undertake “One Nation One Ration Card system” reform stipulated by the Department of Expenditure, Ministry of Finance. 

Thus, the State has become eligible to mobilise additional financial resources of Rs.4,813 crore through Open Market Borrowings. Permission for the same was issued by the Department of Expenditure.

Tamil Nadu now joins 10 other states namely, Andhra Pradesh, Goa, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Telangana, Tripura and Uttar Pradesh, who have completed this reform. 

On completion of One Nation One Ration Card system reform, these 11 States have been granted additional borrowing permission of Rs.30,709 crore by the Department of Expenditure.

Tamil Nadu, Arunachal Pradesh integrated with existing national portability cluster under One Nation One Ration Card Scheme

Tamil Nadu and Arunachal Pradesh have been integrated today with existing national portability cluster of 26 States/UTs under One Nation One Ration Card, an official release said. 

The necessary preparatory activities to integrate these States with the national cluster i.e. upgradation of ePoS software, integration with central IM-PDS and Annavitran portals, availability of ration cards/beneficiaries data in Central Repository, requisite testing of national portability transactions, etc. have already been completed. 

With this, a total of 28 States/UTs are now seamlessly connected with each other under the One Nation One Ration Card plan. Migratory PDS beneficiaries in these 28 States/UTs can access their subsidised foodgrains at the same Scale and Central Issue Prices from any Fair Price Shop (FPS) of their choice with effect from today (1st October 2020). 

This facility has been enabled across 26 States/UT, namely - Andhra Pradesh, Bihar, Dadra & Nagar Haveli and Daman & Diu, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Kerala, Karnataka, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Sikkim, Telangana, Tripura and Uttar Pradesh, Jammu & Kashmir, Manipur, Nagaland, Uttarakhand, Lakshadweep and Ladakh. Remaining States/UTs are targeted to be integrated in national portability by March 2021.

Three more states, J&K join 'One Nation One Ration Card' scheme

Union Food Minister Ramvilas Paswan said on Saturday that three more states, namely Manipur, Nagaland and Uttarakhand, along with the Union Territory of Jammu and Kashmir, have joined the 'One Nation One Ration Card' scheme of the Union government. With this, the scheme would now ensure food security to 65 crore people in 24 States.
